What are the rules with dogs off leashes?

I just took my 2 Hungarian vizslas for a walk in this big field and there was this man and women walking with their dogs and the man said I wasn't allowed to have them off the leash. It's a big fenced in area and lOts of people walk with their dogs off leash. Anyone know the rules for Australian, QLd off leash rules?
